When did ordering a small Single Western Bacon Cheeseburger® Combo result in the burger itself being a small burger and then still get charged for the price of the regular size western bacon cheeseburger???

I got a Big Carl, not a Double Western Bacon Cheeseburger. The poppers were overcooked and when I looked inside after tearing one in half, there wasn't even any cheese or much jalapeño. Pretty much just fried bread.
