Masala Harbor is some kitchen magician wonderful cuisine.
I have eaten (for the last 35 years) in at least 200 mostly Indian restaurants from Honoluu to NYC and all the Sri Lankan restaurants on Staten Island where I live. This is one of the best in Little Lanka near the corner of Victory Blvd. and Cebra Avenue. Victory starts near the Staten Island Ferry and goes almost all the way to the western edge of Staten Island. Its about a 15 minute bus ride. The two Sri Lankan restaurants across the street have their own flair. I would visit all three and let Masala Harbor be your main course.
Masala is s little more pricey then the other two. See the most unreal from Old French fantastique designed Sri Lankan restaurant in all of NYC visit Lakruwana 668 Bay St, Staten Island, NY 10304 about a 20 minute bus ride on Bay Street which starts at the ferry. Plan a half day if you go to Lakruwana and see Fort Wadsworth, the Lighthouse and the The Jacques Marchais Museum of Tibetan Art all near by.

Pickup order took 1.5 hours to complete and they didn’t include one side of rice that was supposed to come with a meal. Overall the food was not good - very bland.
