I paid $28.00 for a small pizza that was under cooked, no topping on pizza and waited over 2 hours for my food and they dont answer the phone to correct the issue

The pizza was delicious! However, the original dash delivery person had some issues about when the order would be ready. When I called personally the manager was respectful and gave some information but couldn't tell me exactly how soon it would be ready.
