If ordinances were passed to ban plastic in your county, it should be a normal cost of doing business to provide paper bags. If someone's dining in and they don't want or require a bag is one thing, but when the public is using meal delivery services, it's not a good look that a driver has to handle and balance your bagless containers against them. It is in essence passing along your costs to the consumer with no regards to how it makes them feel when our food arrives. Presentation still matters in the restaurant business.
